Housing Investment Partnership Act (HOME) Program
The HOME Program is a HUD-funded block grant program for housing development and repair. Loans are available to eligible homeowners for non-emergency repairs up to $30,000. Repairs under the HOME Program must bring the structure up to the Federal Housing Quality Standards and local housing codes, as well as eliminate any lead-based paint hazards. The HOME Program allows the recipient or Participating Jurisdiction (PJ) to undertake a broad array of housing activities not permitted in the Community Development Block Grant (CDBG) program.
Eligibility requirements include ownership/occupancy of a single-family home not located in a flood plain within one of the 21 Macomb Urban County communities. Applicant must have homeowner's insurance, a household income at or below Federal income limits, and not be delinquent on their property taxes.
HOME Program rehabilitation projects can include, but are not limited to: heating and energy items, plumbing and sanitary fixtures, electrical work, window replacement, entrance and storm doors, roof replacement, tap-in fees and water service, septic systems, wells, and vinyl siding. In 2006, Macomb County partnered with Clinton Township, Roseville and Sterling Heights to form the HOME Consortium. Though newly formed, this group is working together to address the housing needs of some of Macomb County’s most vulnerable populations.
