Community Development Block Grant Program (CDBG)
The Community Services Division of Macomb Community Action receives CDBG funds through the U.S. Department of Housing & Urban Development (HUD) to promote sound community development in 21 of the 27 local units of government within the county. (Five communities – Clinton Township, Roseville, St. Clair Shores, Sterling Heights and Warren – receive and manage their own CDBG funds.)
CDBG funds may be used for a range of activities but all must benefit low and moderate income individuals, or prevent or eliminate slums and blight. The funds provided vary from year to year but average approximately $1.7 million annually.
Each community receives an allocation depending on population and need. Communities then select projects based on local input from residents garnered through mandated public hearings.
Eligible projects include improvements to senior citizen centers, water and sewer upgrades, park improvements as well as, street and sidewalk programs. CDBG funds can also be used to for projects to assist special needs populations such as the homeless and developmentally disabled. Local communities can also recommend that some of its allocation be directed to local agencies for direct services to low to moderate income residents.
Residents are invited to get involved in the process by participating in public hearings. Be sure to watch this website for dates and times for when these public meetings are scheduled.
As the designated fiduciary of these funds, Macomb Community Action is obligated to meet all requirements of HUD. These responsibilities include:
- Development of a Five-Year Strategic (or Consolidated) Plan.
- Development of an Annual Action Plan that provides a more detailed description of the use of funds throughout the life of the Five Year Strategic Plan.
- Completion of a Analysis of Impediments to Fair Housing Choice.
- Review of all projects by the local participating communities to ensure that they meet eligibility and compliance requirements of the federal program.
- Provide ongoing assistance and guidance to local communities and partner agencies related to the development and implementation of projects.
